Ill Repute continues Betty's story after
A Good Scrub (walkthrough: A Good Scrub guide). Taxes threaten the Kingfisher unless Kuttenberg names it the official Municipal Bathhouse. Rival Adam bribes Councillor Naaz, so your job is to make Naaz's inspection of the City Bathhouse unforgettable, then win another councillor through a duel.
How to start Ill Repute
Clear
A Good Scrub, then wait at least three full in-game days. The quest does not always appear as a map marker on its own. Talk to a Kuttenberg tipster or walk back to Betty at the Kingfisher. Phase 1: Sabotaging Councillor Naaz
Go to the City Bathhouse (Adam's) in southwest Kuttenberg and pump the bathmaids for intel on Naaz.
Speak to the bathmaids
Meaty Mary: clear a Speech or Charisma check, or bribe her. She reveals Naaz is allergic to chamomile and keeps a special wine cask nearby.
Katchka: a harder Charisma check exposes his fear of fleas. If you fail, buy the gossip: negotiations begin around 200 Groschen. If she is never on the floor, skip time until she spawns.
Little Lida: trade a dress to learn Naaz prefers a fragrant oil. Any cotehardie from the Tailor near Town Hall works; paying about 175 Groschen for the premium piece grants extra reputation. Lousy Mary has nothing useful.

Full sabotage (best ending track)
Spread the fleas
Visit the refugee camp along the eastern wall near Town Hall. Ask any beggar for a hint, or go straight to the tents.
Loot the sack behind the large tent for the blanket.
Flea blanket location:
Sneak back into Adam's bathhouse and seed both the laundry chest and the clean-laundry basket beside Naaz's tub on the second floor. You must interact with two objects; Henry quietly spreads the fleas without a cinematic.
Attempt this only when the room is empty or everyone faces away. Getting caught fails the quest. Midday, around noon, is usually the calmest window.
Ruin the wine
Carry a Chamomile Decoction. On floor two, enter the easy-locked room on the left, pass through the next locked door to the right, and pour the decoction into the small cask on the stand.
Steal the fragrant oil
Climb to the attic (third floor), again via the restricted rooms. After the attic stairs, go through the door ahead, then unlock the door on the right. Inside, pick the small wooden cabinet and take the Foreign Fragrant Oil.
You can knock out all three objectives across the same day, leave the district freely between steps, and only then return to Betty for praise.
Phase 2: Securing Councillor Tuchmacher
Betty sends you to the tailor shop by Town Hall where Councillor Tuchmacher doubles as a clothier.
Critical: in the timed dialogue, do not mention Betty. That line can instantly fail the quest. Talk about profit instead.
Tuchmacher feuds with Sir Jan of Lesztin and needs a champion. You duel without plate armor or a helmet, using only a flail, hunting sword, or axe (even if the briefing omits the restriction). Rest until morning with him if you like, then fast travel straight to the field.
Tip: drink Buck's Blood or other combat potions before the bout. Jan is armored but barely trained, so mix feints with head hits.
Winning locks in Tuchmacher's vote for Betty.
Conclusion and rewards
Report to Betty, then idle three to four in-game days while the council meets. The journal updates once the vote resolves.
Best outcome: with Naaz fully sabotaged and Tuchmacher won, the Kingfisher is declared the Municipal Bathhouse.
Rewards: free Kingfisher services from this point on and a large Kuttenberg reputation bump. The arc also closes Betty's Kuttenberg storyline.
